[KPFARS-Operations] Weekly Open Chart report

For a short while we were doing good with closing charts. There are now 33
open charts.  Half of the open charts are from before July.  Other than one
chart with a known issue, there should not be any charts open more than 3
days from the date of the call. The following list is of all members with
open charts and the amount of charts still open. Non-EMT's can't close most
charts.  However, they will still be listed as part of a crew with an open
chart.  To ALL.Close your charts.
