[KPFARS-Operations] Notifying Dispatch on Crew Availability

Crew Chiefs,
Please notify dispatch on the availability of Crews at the beginning of
your shifts.
Even if you have a crew for a few hours, notify dispatch.

We are seeing a pattern from Dispatch not sending tones to our pagers and
directly  dispatching SB3. With new dispatchers and  with 2 paid rigs in
town readily available, SB3 will be given priority if we don't notify the
dispatch.
