[KPFARS-Operations] Radio for Duty Crew

We have kept a radio for Duty Crew that stays at the building. Duty crew
can take it when they go on calls or when they go out of the building
during their shifts.  Please put it back on the charger at the end of your
shifts.

All others, please don't take this radio out. No Swapping batteries or
clips please.
