[KPFARS-Operations] Responding into Franklin

All calls from Franklin must go through South Brunswick dispatch only. We
shouldn't be taking any calls directly from Franklin Dispatchers.

If you are on air and Franklin Dispatcher assigns you a call, have the
Franklin Dispatch talk to  SB Dispatch. Once SB dispatch confirms, you can
commit to Franklin Call.  There may be instances where we may be available
to take a call but SB Dispatcher may say no to Franklin as we may be the
only rig to cover the entire town.

Both SB and Franklin Townships are aware of this protocol.

Lot of work has gone into fixing the relationship with SB Township with
regards to KPFAS responding into Franklin. Appreciate your cooperation in
this matter.
