Subject: MVC Ambulance License Replacement Admin Policy
To:
To: District VPs,
Chairs & State Executive OfficersFr: Howie As you all know, Ed
Burdzy, Dan Sullivan, Pete Cammarano (our LegislativeAdvocate) and myself
have been working with the NJ Motor Vehicle Commissionsince last Wednesday
to implement changes to the MVC draft policy regarding newlicense plates for all
ambulances in the state. This MVC draft was presented at theEMS Advisory Council
last Wednesday and will start on July 1 for squads who must re-register their
ambulances after that date. The MVC project leader has beenvery agreeable to the
changes that we’ve requested and worked closely with us. Just a reminder that
this policy will be affecting many other types of vehicles, notjust ambulances. Below is the
information, including the changes that will go into effect July 1. We’veworked very hard to
get changes that will make it easier for volunteer squads towork with this new
program. Now we need your assistance. Please review theinformation below (
and attached ) and provide any comments / thoughts to yourArea Executive VPs by
no later then 6 P.M. tomorrow, Wednesday, June 18. Please understand that
this program is going to move forward. Our efforts havebeen targeted solely
on addressing what we saw as issues for volunteer squads. Webelieve that these
changes to the draft policy will make it easier to work with thispolicy change. Ambulance License Plate Replacement Administrative Policy
For Volunteer Squads1)
All Volunteer Squad Ambulances must re-register their ambulances
between July 1, 2014 and June 30, 2015. 2)
Volunteer Ambulances whose registrations expire on July 31, 2014 can
re-register and obtain their OA ambulance plates as of July 1, 2014 at
local Motor Vehicle Commission Offices. 3)
Volunteer Ambulances registrations will continue to be registered as
NF registration code 12. 4)
Volunteer Ambulances with multi-year registrations should re-register
and plate them between July 1, 2014 and June 30, 2015 using the expiration
month on their multi-year registration. I.E. registrations expiring on April
30,2016 will be registered by April 30, 2015. 5)
Volunteer Squads will provide a certificate on Squad Letterhead
indicating to what political subdivisions they provide Basic Life Support
Services and, certifying that their ambulances and ambulance equipment are
qualified to perform Emergency Medical Services as prescribed under NJSA
27:5F-13.1 through NJSA 27:5F-27. 6)
The person re-registering the volunteer ambulance shall present the
current registration, certificate, completed MVC Form BA49 and a valid Photo ID
Driver’s License. The Area Executive VPs and District VPs can go to the local
MVC office to obtain a supply of these forms for their squads if they’d like.
Otherwise, the squads can go to the office & pick up the form themselves;
completing it at the MVC office OR brining it back to the squad to complete and
bring with them when they go to re-register their ambulance(s). 7)
It is our understanding that all other volunteer squad vehicles
including and not limited to Crash Trucks, First Responder Vehicles and
Chief’s/Command Vehicles will still maintain their NF Registrations and License
Plates. 8)
MVC will notify all Motor Vehicle Offices of the above as it pertains
to Volunteer Ambulance Corps., First Aid and Rescue Squads. 9) MVC will provide the New Jersey State First Aid
Council, Inc. with a copy of the notification they sent to the MVC
Offices. We will then ensure that each squad is given a copy of the notification
that they can bring to the local MVC Office to avoid any problems with the
registration and issuance of OA plates.
