[KPFARS-Operations] Blue Light Permit

The State requires that any driver displaying a blue light on their vehicle when responding to an emergency call have a permit to use the blue light. The permit is available only to individuals that are members of fire departments, first aid squads, OEM, and a few other groups that are first responders.
The permit does not give the driver the right to speed or go through red lights or stop signs, but it does require all other motorists to yield the right-of-way (under penalty of law) to the vehicle displaying a blue light and responding to an emergency.
The blue light is only to be used in responding to an emergency by a member of the squad. It must be returned to the State when the individual leaves active membership in the squad.
The squad does not purchase blue lights for squad members, who must purchase them on their own and they must adhere to the State laws about size and location. They cannot be integrated with flashing headlights.
